Kenny was born on May 8, 1936 in rural Bement, IL., a son of John R. and Mary Margaret Becker Phipps. He married Imogene Lewis on December 31, 1959 , in Milmine, IL. and she survives of Bement. Surviving children are; Kevin (Deb) Phipps of Monticello, IL., Brett Phipps of DeLand, IL., and Kendra (Brad Noe) Spence of Bement. Surviving grandchildren are; Megan (Andrew) Brown, Bryan (Payton) Phipps, Jack Spence and Cal Spence. Also surviving are great-grandchildren; Parker & Olivia Brown, Savannah & Caden Phipps, as well as a brother; Loren Phipps of California. He was preceded in death by his parents, and 3 brothers; Wayne, Leonard and Dean Phipps.

To know him was to know laughter and fun. He was known for his quick wit, sarcastic humor, and ability to deliver a one-liner at just the right moment. He never took life too seriously and enjoyed making others smile, whether through a joke, a story, or a playful jab at someone he loved.

He enjoyed golfing, bowling, shooting pool, and relaxing with a cold Miller Lite. He took pride in his appearance and often said he "dressed like he knew how to golf." No matter where he was going, he was rarely seen without looking sharp.

He was proud to serve his community as unofficial Mayor of Milmine, a role he held with dedication and pride. He cared deeply about the town and the people who called it home, and he valued the friendships and connections he made throughout the years.

On December 31, 1959, he married the love of his life, beginning a journey that would span more than 66 years. Like any long marriage, theirs was not without its challenges, but beneath it all was a deep love and devotion that endured through every season of life. In his final days, she remained faithfully by his side every day, a reflection of the bond they shared and the life they built together.

While he enjoyed many things in life, nothing brought him greater joy than his family—especially his grandchildren. He was their biggest fan and rarely missed an opportunity to cheer them on. Whether it was a game, match, meet, or school event, he loved being in the stands, supporting them and celebrating their accomplishments. Some of his happiest moments were spent watching his grandchildren do what they loved.

More than anything, he will be remembered for his humor, his loyalty, his love for family, and the countless memories he created with those fortunate enough to know him. His laughter, stories, and unmistakable personality will live on in the hearts of all who loved him.
